Reshet Media operates Channel 13 as one of two replacement channels to Channel 2, starting on 1 November 2017 to take its place as one. Len Blavatnik owns 52%, Discovery owns 21%, Nadav Topolsky owns 13.5 of that percentage while Udi Angel owns 8. The channel was established through two agreements between Blavatnik Access (52%), Topolsky 13.5 (13.5%) Topolsky (13.5) Topolsky and Udi Angel (8%) are owned by their respective companies while Strauss Family owns 5.5%.
Israel's Channel 2, run by the Second Authority for Television and Radio but programmed by Keshet Media Group and Reshet respectively, had become part of an initiative to enhance diversity and competition within Israel's broadcast system, so both broadcasters were granted their own separate channels - Reshet 13 officially made its debut alongside Keshet 12 on 1 November 2017 while Israel Television News Company provided news programming that simulcast between both channels; other programs would then alternate.
RGE (owner of Channel 10), due to financial issues caused by the 2017 Channel 2 split, filed an application in June 2018 to merge with Reshet's parent company Reshet and in October announced it had been cancelled; after reconsideration by their owners and further battle with Second Authority officials over proposed dates for implementation a merger agreement was finally approved in early January 2019 with certain programs previously shown on Channel 10 being moved over Reshet 13, later known simply as Channel 13 under their new slogan of 'everything connects".
